Large City Hall
The City Hall is the center of government for your city. Here is where everything in the city is controlled, here is where orders come from to build new buildings or infrastructure, here is where the city finances are handled. We can easily say that the City Hall is the most important building in the whole city.
Consequentially, the City Hall is one of the first things you need to place on any new map (right after the first City link), and you need to ensure that from the moment of its placement it is always connected to your road network. Buildings that are cut off from the City Hall will not function, and will display a special message to this end.
The City hall is one of the buildings you can upgrade. You start with a small Village Town Hall, which you can then upgrade at several levels. Each successive level employs more and higher classes of citizens, requires more cash to maintain, but also add more bonuses (including a strong landmark effect and civil peace).
Eventually, as your city grows in the millions, you'll be able to upgrade your City Hall into a real world Landmark, such as the Los Angeles City Hall.
